Verdict: PENDING, OVERDUE, by about 22 months. In the plan it submitted to HUD on January 13, 2023, the Orlando Housing Authority (OHA) wrote that "OHA anticipates construction of 41 units to start in 2024." [C11, C11b] Reading "to start in 2024" as by the end of 2024, construction is about 22 months late at this entry's last check. OHA's next plan moved the year to 2025 [C12]. Its draft plan for FY2028 says the work "has yet to begin" [C15], lists it as "On Hold" [C14], and now "anticipates the construction of up to 82 units at Carver Park" in 2027 [C16]. OHA's own Carver Park web page has said "The Homeownership phase is on hold until further notice." in every archived copy read since August 2020 [C19, C20, C21].
The homes are the unbuilt homeownership phase of OHA's HOPE VI development at Carver Park: in 2018 OHA described "the 82 homeownership units that have not been developed at Carver Park" [C2]. Its partner is the City of Orlando's Community Redevelopment Agency (CRA) [C17]. In November 2018, OHA wrote, it "executed a Memorandum of Understanding (MOU) with the City of Orlando Community Reinvestment Authority (CRA) to complete the homeownership phase of the HOPE VI development east of Westmoreland Avenue" [C7b].
Last checked: October 29, 2026.
Re-checked October 29, 2026. OHA's Carver Park page still says "The Homeownership phase is on hold until further notice." [C22]. Its draft FY2028 plan page still lists the activity as "On Hold", still says "The phased-in implementation has yet to begin as planning is still underway.", still anticipates "up to 82 units" "in 2027", and still reads "To be Submitted: January 15, 2027" [C23]. One record the entry had not read: Hoodline, in a story of May 6, 2026 about a vacant house at 802 Short Avenue, reports that "A public-private proposal led by PMG Affordable would place roughly 50 affordable rental townhomes on the Carver Park parcels.", that "Federal housing officials have already signed off", and that "construction could begin as early as 2027" [C24]. Hoodline cites News 6 and ClickOrlando. It does not say whether those parcels are the lots for the 41 for-sale homes, and neither OHA page read mentions PMG Affordable [C22, C23, C24]. The verdict is unchanged; the delay is counted to this check.
Corrected 20 October 2026: two source notes were reworded. The housing authority's FY2022 report is signed and dated Aug. 30, 2022 on an image page, and the FY2025 plan copy read is a draft that gives its public-review dates. The verdict and every date in the timeline are unchanged.
Corrected 20 October 2026 (second correction): the status line for the FY2025 plan was reworded to name the draft copy that was read, and the heading now refers to OHA's plans in general. The verdict and every date in the timeline are unchanged.
- The promise. Construction "to start in 2024": of 41 homes in the FY2023 plan, and of 41 units in the FY2024 plan [C10b, C11b].
- The start. Not begun, in OHA's own words: "The phased-in implementation has yet to begin as planning is still underway." [C15]
- The year now. "in 2027", for "up to 82 units", in a draft plan "To be Submitted: January 15, 2027" [C13, C16].
- The status. "On Hold" in the draft plan [C14], and "on hold until further notice" on OHA's web page [C19].
- The cost. No OHA plan, report or page read states one.
The promise
OHA's Moving to Work (MTW) Annual Plan for FY2024, "Submitted January 13, 2023" to HUD [C11]:
"Timeline: None as of yet. 2025 OHA anticipates construction of 41 units to start in 2024." [C11b]
The stray "2025" is in OHA's own text. An amended version of the plan, on HUD's site, repeats the line word for word [C11c]. The plan for FY2023 had given the year first, in the same words with "41 homes" [C10, C10b].
Timeline
- January 16, 2018. OHA's FY2019 plan [C1] described "the 82 homeownership units that have not been developed at Carver Park" [C2].
- It said: "The OHA has partnered with the City of Orlando and other stakeholders to construct 82 homes at Carver Park." [C3]
- It gave no date: "Concrete plans have not been solidified, as the OHA is still in discussion with the City of Orlando." [C4]
- And: "The phased-in implementation has yet to begin as planning is still underway." [C5]
- November 2018. OHA signed the MOU with the CRA, as its FY2021 plan later reported: OHA "executed a Memorandum of Understanding (MOU)" to complete the homeownership phase "east of Westmoreland Avenue" [C7, C7b].
- January 16, 2019. The FY2020 plan: "Timeline: None as of yet." [C6, C6b]
- July 24, 2020. The FY2021 plan reported the November 2018 MOU [C7, C7b].
- August 2020. The earliest archived copy of OHA's Carver Park page read: "The Homeownership phase is on hold until further notice." [C20]
- January 15, 2021. The FY2022 plan: "Timeline: None as of yet." [C8, C8b] It also said that "the OHA has yet to start development at Carver Park for the 36 PBVs" (project-based vouchers) [C8c].
- January 15, 2022. The FY2023 plan gave a year for the first time: "Timeline: None as of yet. 2025 OHA anticipates construction of 41 homes to start in 2024." [C10, C10b]
- OHA's FY2022 annual report (signed and dated Aug. 30, 2022, on its certification page, printed page 50).
- It said that OHA and the CRA "continue to negotiate a formal agreement for the completion of forty-one sale homes east of Westmoreland Avenue on the Carver Park site." [C9]
- It lists one "Completed Model Home" [C9b].
- January 13, 2023. The FY2024 plan, the promise: "Timeline: None as of yet. 2025 OHA anticipates construction of 41 units to start in 2024." [C11, C11b] The amended version on HUD's site repeats it [C11c].
- OHA's FY2025 plan (a copy marked DRAFT, on OHA's site; it gives no date of its own, and it set its public review for Aug. 16 to Sept. 21, 2023).
- It moved the year: "Timeline: None as of yet. OHA anticipates construction of 41 units in 2025." [C12]
- Its number became "up to 41 units at Carver Park east of Westmoreland Avenue" [C12b].
- It listed the activity under "Not Yet Implemented" [C12c].
- July 2026. The latest archived copy of the Carver Park page read still carries the on-hold sentence [C21].
- The draft FY2028 plan, "To be Submitted: January 15, 2027" [C13]:
- It lists the activity under "On Hold" [C14].
- "The phased-in implementation has yet to begin as planning is still underway." [C15]
- "OHA anticipates the construction of up to 82 units at Carver Park ( 41 west of Westmoreland Dr. and 41 east of Westmoreland Dr., including the sale of 1 model home )in 2027." [C16]
- "OHA continues to negotiate a Term Sheet with the City of Orlando Community Redevelopment Agency (CRA)." [C17]
- "The OHA has yet to start development at Carver Park for the 36 PBVs." [C18]
- Now. At this entry's last check, OHA's Carver Park page read: "The Homeownership phase is on hold until further notice." [C19]
What changed, and why, in the record's own words
- The year.
- No year in the FY2019 to FY2022 plans: "Concrete plans have not been solidified", then "Timeline: None as of yet." [C4, C6b, C8b]
- "to start in 2024" in the FY2023 and FY2024 plans [C10b, C11b].
- "in 2025" in the FY2025 plan [C12].
- "in 2027" in the FY2028 draft [C16].
- The FY2026 and FY2027 plans were not read, so a year in between is possible.
- The number of homes.
- "82 homes" in 2018 [C3].
- "forty-one sale homes" in the FY2022 annual report [C9], and "41 units" in the FY2024 plan [C11b].
- "up to 41 units" in the FY2025 plan [C12b].
- "up to 82 units", with "41 west of Westmoreland Dr. and 41 east of Westmoreland Dr.", in the FY2028 draft [C16].
- The status, in OHA's plans. "Not Yet Implemented" in the draft FY2025 plan [C12c]. The final FY2025 plan was not found, so whether the filed plan says the same was not checked [C12c]. "On Hold" in the FY2028 draft [C14], the first plan read to say so.
- The status, on OHA's web page. "on hold until further notice" in every archived copy read, from August 2020 to July 2026 [C20, C21], and today [C19].
- So in the years when the plans gave HUD a start in 2024 or 2025, OHA's own page said the phase was on hold.
- This entry does not know why the two differed, and claims no reason.
- The agreement with the CRA. "continue to negotiate a formal agreement" in the FY2022 annual report [C9]; "continues to negotiate a Term Sheet" in the FY2028 draft [C17].
- Why, in OHA's words. The FY2019 plan and the FY2028 draft give the same sentence: "The phased-in implementation has yet to begin as planning is still underway." [C5, C15] No record read gives any other reason.
What it costs
No OHA plan, report or page read states a cost or a budget for these homes, so there is no cost to compare.
What to watch
- The FY2028 plan as submitted. The draft is "To be Submitted: January 15, 2027" [C13]. Watch whether it keeps "On Hold" and "in 2027" [C14, C16].
- The Term Sheet with the CRA [C17].
- The PMG Affordable rental proposal that Hoodline reported on May 6, 2026 [C24]. Watch whether OHA's plan or the CRA names it, and whether it replaces the 41 for-sale homes.
- Any permit or site work at Carver Park, east or west of Westmoreland. This entry read none.
What this entry did not check
- OHA's FY2026 and FY2027 plans. OHA's links to them lead to a Microsoft sign-in page, and HUD's address pattern for them found no file. A start year of 2026 may have been given in between.
- Permits, parcel records, and the CRA's board agendas and minutes for Carver Park.
- Whether any construction has happened on the lots. That the work has not begun rests on OHA's own words [C15, C18], not on a site record.
- The PMG Affordable proposal. The News 6 and ClickOrlando reports that Hoodline cites were not read as text, and no HUD or City record of the sign-off was read [C24]. Whether the proposal covers the lots of the 41 homes is not established.
- The original HOPE VI grant's terms for the homeownership phase.
